SEO Consultant vs SEO Agency in Toronto: Cost and What You Get

By Laith Nasrallah·October 12, 2026·6 min read

Quick answer

Based on what Toronto SEO firms publish, independent consultants charge about $500 to $1,500 a month and agencies start around $1,000 to $2,500, commonly running $3,500 to $10,000 or more. A consultant is a good fit for one location, a few services and someone in-house who can make changes. An agency makes sense when you need a lot of new pages and links every month and nobody on your side to do it.

"SEO consultant Toronto" is searched about 880 times a month in Toronto, and advertisers pay around US$30 for each click on it, according to Google's keyword data. That tells you two things: lots of business owners are trying to decide who to hire, and a lot of firms are competing for them. Here's how I'd think about the choice, as someone who runs a small agency and has seen both sides.

Price ranges come from pricing that Toronto SEO firms publish on their own sites, collected in our guide to how much SEO costs in Toronto.

When a consultant is the better choice

A consultant works well when the job is clear and fairly small. You run one location, you want to rank for a handful of services, and you or someone on your team can make the changes they recommend. You also get to work directly with the person who knows your account, which is the biggest advantage.

The limit is time. One person can only write so many pages and chase so many links in a month. At the lower end of the price range, ask exactly what will change on your website or Google profile each month. If the answer is mostly reports and monitoring, the price is low because the work is.

When an agency is the better choice

An agency makes sense when there's a lot to build: a page for every service and every area you cover, regular content, outreach for links, and maybe more than one location. It's also the better option if nobody on your side has time to touch the website.

The common complaint about agencies is that the senior person sells you and then disappears, and a junior team does the work. Ask who will actually work on your account and whether you can talk to them.

Five questions to ask either one

  1. Which searches are you going after for me? You want actual keywords, not "more traffic."
  2. Where do I rank for those today? Get that baseline in writing.
  3. What happens if you miss? With no named keywords and no remedy, a guarantee doesn't mean much.
  4. Will I own my Google Search Console, Analytics and Business Profile? If they won't give you access, walk away.
  5. How will you report results? Calls and bookings should be in there, not just impressions.

Good consultants and good agencies will answer all five without hesitating.

Common questions

How much does an SEO consultant cost in Toronto?

Toronto SEO firms that publish pricing put independent consultants and freelancers at about $500 to $1,500 a month. Agencies publish starting points from about $1,000 to $2,500 a month and commonly run $3,500 to $10,000 or more.

Is an SEO consultant or an agency better for a small business?

For one location with a handful of services and someone who can make website changes, a good consultant is often enough. If you need many new pages, links and steady content, and nobody in-house to do it, an agency usually gets more done each month.

What's the difference between an SEO consultant and an SEO agency?

A consultant is usually one person who advises and does a focused amount of work themselves. An agency has a team that handles strategy, writing, technical work and outreach, and usually costs more because more work gets done each month.

How do I check an SEO consultant or agency before hiring?

Ask which exact searches they'll target, where you rank for them today, what happens if they miss, whether you'll own your Search Console, Analytics and Business Profile, and how they report calls and bookings. Vague answers to any of those are a warning sign.
